Strategic Lines of Action of the Master Plan
- Establish the area of cultural-natural heritage management in the place of origin of the oldest civilization in the Americas, a center for comprehensive development based on its value enhancement.
- Strengthen identity and social cohesion with reference to the cultural values of Caral, to promote the social development of the area.
- Promote the integrated sustainable management of the river basin’s resources, in particular the water-and-soil resource.
- Promote local agroecological production systems to make Barranca Supe a quality “food pantry” to supply the markets of Metropolitan Lima, Peru, and the world.
- Organize a network of Cultural, Natural, and Recreational Tourism.
- Develop the urban and rural communities with basic services and improve the quality of life of their inhabitants.
Key ideas for the sustainable development vision
- These are ideas that can contribute to the construction of Caral’s Master Plan with a Sustainable Development vision:
- Positioning of Caral as a world heritage site and successfully preserving the cultural area of the heritage and the archaeological sites in their intangibility and cultural value.
- Taking advantage of, and enhancing, the geopolitical role and autonomy of Supe Valley and the province of Barranca, in their location between macro-northern Peru and the capital, Lima.
- Assumption and empowering in the right direction of the new proportion between its natural, socioeconomic, and cultural resources; and the indispensable integration of these resources in the territory, with the decisive weight of the cultural dimension of the intangible values of the heritage.
- Construction of synergies of Andean cultural dynamics, taking Caral as an element of identity in the valley, the region, and the country; and outliningsome of their features that point to a single source of civilization in activities and services of present-day groups in the area, such as: the musical wind instruments made of bone and other forms of music; revering of fire; stone construction; basic architectural lines; the agriculture-fishing relationship; transverse linkaging and resource management; care of the scant agricultural land; and the relationships with the astronomical and productive cycle.
- Protection and safeguarding of the environmental management of Supe Valley and the monumental heritage of Caral, as essential aspects for the comprehensive development of the valley.
- Inclusion of the valley inhabitants in the many new services and activities involved in this comprehensive development, promoting a better quality of life and work, and building their skills as a basis for good management of the development.
- Design of a land-use plan for the valley, defining uses of soil, monumental areas, infrastructure and equipment, with pertinent regulations and institutional management instruments.
- Inclusion in the value enhancement of Caral of different tourism sectors – those which have access to a sustainable comprehensive proposal: world culture tourism, domestic circuit tourism, and regional-local tourism.
Identification-creation project as a dynamic line of action of the Master Plan
The enhancement of the archaeological heritage for the comprehensive development of the valley has as a driving force the cultural positioning of Caral, in its tangible and intangible aspects, as an identification-creating factor, considering the population to be socially and culturally heterogeneous, and advocating the balanced development of the area. It is this positioning that makes it possible to promote a series of activities to turn this opportunity into a strategic possibility for comprehensive development.
Basically, it comprises three aspects:
- Authenticity of the property. The tangible and intangible aspects of the heritage should permit plans for preservation, restoration and research to ensure the authenticity of the property, as indicated by UNESCO.
- Identification-creation project. The Master Plan should resolve the constraints and potential of this heterogeneity with a project common to these socio-cultural groups, based on the cultural value of Caral, which will be conducive to their becoming identified with their heritage.
- Territorial linkaging. The balanced organization of the territory should reveal the synergies between the basic components in their linkaging as distinct places and at the main periods of their history, as well as anticipating the present-day scenarios. The components of this linkaging are: heritage, river basin, farm production, fishing, roads, town planning, proximity to the metropolis, and socio-cultural heterogeneity.
Strategy for territorial sustainability with the cultural value of the heritage as a driving force for development
The diversity of natural, cultural, and productive landscapes of Supe Valley sustains the potential characteristics offered by its inland and marine areas, forming a large system that interrelates with its different mediate and immediate spaces, and situating Supe as a valley of opportunities for comprehensive development.
The richness of the archaeological heritage is the main governing principle for setting these opportunities in motion, based on strategies of conservation and management of this heritage, in association with the different landscapes.
The sequential strategy for intervention
The Master Plan is executed with a flexible approach, adjusting its results at each stage. The idea is to meet goals, in order to monitor the management, perform evaluations and adjustments, and thus achieve its overall objectives.
The management of the Master Plan: trans-sectoral, decentralized, and participatory
The Master Plan puts forward proposals for the group of public and private stakeholders of the project areas, based on the value enhancement of the archaeological heritage. It cannot be confused with a development plan of a regional or municipal government, or with a sectoral plan at any level of public administration. It is, rather, a plan that seeks to build territorial synergies, in accordance with the jurisdictions and functions of the different authorities and sectors associated with the value enhancement of the archaeological heritage as a driving force for development; but it does not seek to substitute them.
